can't instal 10.4.6 dmg

I have OS 10.3.9, I downloaded OS 10.4.6 as a disk image. When I try to install the image, it pops up a little diaolog box saying it has to run a check to see if it can install the OS. I say continue, and then it says can't install.

I've tried: burning the image to CD, burning the PKG file that is in the image to CD, running Disk Utilities to restore the image, then buring it to CD. And I get the same Can't Install message everytime.

Any ideas?

I NEED OS X.IV for this dam iphone.
No-where did it say that you needed OS X.IV to do anything with this phone.
I have a Microsoft Clone with Windows 2000 Problems. But this dam iphone needs Avista.
I am not going to buy Microsoft OS X, just to use this phone.

If you have a Mac, you can get a Mac OS X Tiger copy without emulation. You can get it from an Apple Store ($129) or from eBay (much cheaper).
